A two-stage consultation process

The main purpose of the Community Governance Review is to understand whether there is support for setting up a parish council for Tamworth.  

The Community Governance Review consultation will be conducted in two stages: 

  • Stage one (29 June to 9 August 2026): initial consultation and evidence gathering. 
  • Stage two (September to November 2026): formal consultation on draft recommendations, subject to local people saying they would like a parish council at stage one. 

The review will consider: 

  • whether parish arrangements should be created, changed or removed 
  • parish boundaries 
  • electoral arrangements 
  • representation and governance arrangements 

Full council will consider and approve final recommendations at the conclusion of the process. 

Stage one 

Stage one consultation Monday 29 June 2026 - Sunday 9 August 2026 

Take part in the consultation: Survey will be available to complete from 29 June 

Everyone taking part in the survey can be in with the chance to win one of three £50 supermarket vouchers. 

The consultation is aimed at everyone with an interest in Tamworth; our residents, businesses, community organisations and partners. 

To gather views, please take part in the survey, or come along and talk to us at a local event (list below). 

What does the survey ask?  

  • The survey seeks views on:  
  • whether Tamworth should have a new parish council;  
  • what people think are the benefits and drawbacks of creating a parish council;  
  • views on governance, leadership, services, and local decision‑making;  
  • awareness that a parish council would be funded through a council tax precept.

What happens then?  

  • Responses to the consultation will be analysed and reported to the councillors from all local political groups, who will develop recommendations. 
  • Recommendations will be developed on whether to progress with creating a parish council, and if yes, what services it could be responsible for. 
  • If approved, a second consultation will take place on the specific proposals.

Stage two  

Provisional date, September – November 2026 

Stage two would only go ahead if consultation feedback at stage one showed community support to create a parish council (town council) for Tamworth.  

This stage would ask residents to confirm they wanted a parish (town council) for the borough of Tamworth, and consider: 

  • The services and responsibilities of the parish (town council) 
  • How many councillors should be elected 
  • The potential precept (which is an amount added to council tax bills to fund the new council).
