Emergency Planning

Tamworth Borough Council is a Category 1 Responder, as defined in the Civil Contingencies Act 2004.

As part of our emergency planning activities, we work closely with Staffordshire's Civil Contingencies Unit, the emergency services, other local authorities, health authorities and various organisations to prepare for and assist in emergencies.

The Civil Contingencies Act 2004 defines an emergency/major incident as 'an event or situation which threatens serious damage to human welfare in a place in the UK, the environment of a place in the UK, or war or terrorism which threatens serious damage to the security of the UK'.

As a Category 1 Responder, the requirements of the legislation cover such aspects as:

  • Co-operation
  • Information sharing
  • Risk assessments
  • Emergency planning
  • Business continuity management
  • Communicating with the public
  • Working with the voluntary sector
  • Audit and monitoring

The Council has Emergency Plans in place enabling us to respond or react to a major incident.

The Council will play a key role in alleviating the effects of an emergency on the community and the environment and restoring normality as quickly as possible by:

  • Liaison with the emergency services and supporting organisations;
  • The involvement, either directly or indirectly, of appropriate personnel;
  • Handling the large number of enquiries likely to be generated both from the public and the media;
  • Working closely with the emergency services, Staffordshire County Council, voluntary organisations, private industry and other organisations responding to an incident, to ensure that there is an efficient and coordinated response.

In the Staffordshire area, a multi-agency approach (under the guidance of a Local Resilience Forum) has been adopted for the risk assessment work that has been undertaken, and this process has engaged a wide range of stakeholders and partner organisations. Risk assessment is the first step in the emergency planning process. It enables response organisations to make plans that are sound and proportionate to the risks that exist in their local area.
