Statement of Licensing Policy - Tamworth Borough Council were consulting on a full review of our Licensing Act 2003 Statement of Licensing Policy and review of the Cumulative Impact Assessment. The Licensing Authority must legally undertake a review of the Statement of Licensing policy at the end of each five year period and review the cumulative impact assessment every three years, however this authority will review both documents at the same time due to how integral they are to each other.
Annual residents’ survey, have your say on Tamworth as a place to live, council services and council spending
In this survey we ask questions about what Tamworth is like as a place to live, your thoughts on Tamworth Borough Council services, how you think we should spend money collected from council tax and business rates and how we handle complaints.
The survey will take around 12 - 15 minutes to complete. You don’t need any specialist knowledge or experience of contacting us to take part, just a willingness to share your views.
At the end of the survey, you’ll be able to share your contact details if you want to be entered into a prize draw to win one of win one of five £30 gift voucher prizes to spend at a Tamworth store.
The results of the survey will be used to help councillors set the council’s budget (how money will be spent next year) and the priorities for the council in the future.
This survey is specifically for residents who live within the borough of Tamworth.

Our validation checklist is to be used by those who want to submit a planning application. All items need to be submitted before we can carry out any work as the planning authority.
This was a six-week consultation, please share your views by 20 September 2022.
Background
When submitting a planning application, you must submit relevant plans and drawings to make sure that all those with an interest in your proposal know exactly what you are applying for. Anyone can comment on a planning application, so range from those who have experience in planning such as officers to those with none such as your neighbour so this information must be as clear as possible.
The minimum requirements for planning applications are set nationally. However, these basic guidelines do not set out clearly all the other documentation that will be required to fully assess proposals.
This can lead to delays if we have to ask for further documentation and application details after the validation stage when the publicity, and consultation and assessment period has begun.
To help with this, in common with many other local authorities, Tamworth Borough Council has had its current validation list since June 2017. This is a checklist of documents that need to be submitted prior to a planning application being validated.
It is now time to review our existing checklist.
It has been designed to help developers when preparing applications for planning permission and other planning consents, by providing clear information as to what should be submitted with each application type.
We also provide a table to use for each different application type and the document/plans required.

Housing Repairs Policy
We are currently reviewing and updating our Housing Repairs Policy, which sets out the standards for the repairs service, including what tenants can expect of the service and what is expected of tenants.
The revised draft document incorporates any relevant changes in legislation and feedback received from tenants on the housing repairs service.
We know that the housing repairs service has a significant impact on tenants and it is important to us that we get your views on the revised draft policy.
It includes sections on what the council is responsible for, what tenants are responsible for, what constitutes emergency repairs and timescales for repairs to be carried out.
We’d therefore really appreciate it if you could read the draft policy and then take part in a short survey. The survey closed on Friday, March 25.

The 2023 Boundary Review
Constituencies are changing - have your say now via bcereviews.org.uk, or at a public hearing in your region.
The Boundary Commission for England (BCE) is required by Parliament to undertake an independent and impartial review of all constituencies in England, to rebalance the number of electors in each constituency. The 2023 Boundary Review also requires that the number of constituencies in England increases from 533 to 543. The Commission is holding a secondary consultation on its initial proposals for new constituencies, which takes place from 22 February to 4 April 2022.
During the consultation, public hearings will be held across the country to allow members of the public to provide their views in person. To have your say, submit your views in writing via the consultation website bcereviews.org.uk, by email, or letter; or speak at a public hearing in your region.

It was broken down into three separate surveys.

Talk to us Tamworth – Residents Survey
Earlier this year we carried out a Residents Survey in an attempt to gain a deeper understanding of people’s views of Tamworth as place to live and the work of the council.
The ‘Talk To Us Tamworth’ campaign was designed to find out more about how people want to engage with the council, what sort of things they would like to be kept informed about and how they prefer to receive that information.
The headline results are now available, and these can be viewed on our Talk to Us Tamworth webpage.

Tamworth, what's next?
We have to establish a new vision for Tamworth town centre, to identify viable uses that people want and that the market can support. We need to define what Tamworth town centre should offer to ensure it is thriving, successful and a place that people want to visit. It could be that the town should include more housing, more leisure, a greater variety of food and drink and more artisan retailers, for example.
So this is why we are asking 'What's Next for Tamworth?' We need your input. Whether you're a resident, visitor or business, we want to hear your ideas for the regeneration of Tamworth town centre so that we can start a positive debate that will hopefully lead to a busy and vibrant town for all to enjoy.

Gungate Regeneration Quarter Consultation
Tamworth Borough Council is actively seeking to redevelop a key part of Tamworth town centre. For too long, the Gungate Regeneration Quarter has remained undeveloped, failing to contribute to the vitality and viability of the town centre. Tamworth Borough Council is keen to understand your views and ideas as the process of change begins. We are therefore seeking your views and opinions on these key design themes and principles which will in turn inform the future development of the Gungate Quarter.
The Council responded to questions and comments received during this consultation which, by necessity, had to be a virtual consultation due to the current pandemic.

Consultation for the Review of our Statement of Licensing Policy and Cumulative Impact Assessment - CLOSED
Tamworth Borough Council is required to produce a Statement of Licensing Policy under Section 5 of the Licensing Act 2003. The policy states how the council as the licensing authority will exercise its licensing functions in order to promote the four licensing objectives:
a. The prevention of crime and disorder
b. The prevention of public nuisance
c. Public safety and
d. The protection of children from harm
The aim of the licensing policy is to ensure premises that will extend the diversity of entertainment and attract a wide range of participants are encouraged, rather than premises mainly or exclusively focused on the sale of alcohol.
The council believes that achieving this will promote the licensing objectives as well as support the Tamworth’s vision of putting its people and the local economy at the heart of everything we do.
The council is required to carry out a review of its Statement of Licensing Policy every five years.
Our current statement was adopted in 2014 and we are now inviting your comments as part of a wider consultation before an updated Statement is adopted in December 2019.
The proposed changes to the current policy are in red text in the draft consultation document.
We are also consulting on a draft Cumulative Impact Assessment (CIA) in respect of the town centre area. The CIA can be found at Appendix 3 of the draft Statement of Licensing Policy.
We are undertaking a twelve-week public consultation on the review of the policy and the CIA which took place between 21 June 2019 and 21 September 2019.
Housing Allocations Policy Review - CLOSED
The Council is reviewing its Allocation policy which is the way in which it prioritises applications and allocates its available homes. The consultation runs from 7 May to 30 August. The council are proposing a number of changes to focus on meeting peoples’ housing needs. We welcome your comments and views on the proposed changes. Copies of the questionnaire have been delivered to housing register applicants along with the summary of the policy, but as an alternative you can fill in the questionnaire online here and download a policy summary pdf at this link. There is also a full copy of the proposed policy linked here.
This policy has been reviewed to meet the following principles and key objectives:
- To take account of the new duties to homeless households brought in by the Homelessness Reduction Act 2017
- To operate an allocations system that offers realistic, informed choice for all
- To ensure that every application is dealt with fairly and consistently irrespective of race, disability, gender, sexual orientation, religion, belief and age
- To give appropriate priority to customers who fall within the Housing Act 1996 ‘reasonable preference’ categories and
- To make the best use of resources available
The new policy will come in to effect in winter 2019. A planned programme of consultation and information sharing will now begin with all applicants on the housing register, existing tenants and other external agencies about how the scheme will work, as well as the launch date and how we will transfer applications to the new way of working.

Consultation on revised Planning Obligations Supplementary Planning Document - CLOSED
In April and May 2018, we consulted on a revised Planning Obligations Supplementary Planning Document (SPD) to replace the previous version of the document adopted in July 2007. Following this period of consultation, at the full Council meeting on 17 July 2018, the Council resolved to adopt the new SPD from 01 August 2018. However, on 24 July 2018, the Government published a revised National Planning Policy Framework (NPPF) which impacted on the content of the document. It was therefore decided that the document, although only recently adopted, should be amended to ensure it remains up to date.
We are therefore sought your views on the revisions to the SPD. As the document has only recently been consulted on and adopted, we are only sought comments on the sections of the document affected by the recent publication of the revised NPPF. These were:
- References to the NPPF in the ‘Policy context’ section on page 2; and
- The ‘Affordable housing’ section starting on page 7.

Local Council Tax Reduction Scheme Consultation 2019/20
Since April 2013, Local Authorities have administered a Local Council Tax Reduction scheme for those of Working Age, on behalf of the Government. A scheme with national rules continues for pensioners and is also delivered by Local Authorities. We asked for your views on the main parts of the scheme and a proposed amendment to change the way self-employed earnings are treated for Universal Credit claimants in order to finalise it from April 2019.

Infrastructure Delivery Plan - We have recently updated the Infrastructure Delivery Plan (IDP), which is a key Local Plan document, detailing what infrastructure projects are due to be delivered in the borough over the plan period 2006-2031. Previously in Appendix B of the Local Plan 2006-2031 the IDP is now a standalone document, making it easier to view and update. The draft IDP was put together with assistance from infrastructure providers and details projects in areas such as transport, public realm, green infrastructure, sport, culture, education and utilities that are required to support Tamworth’s growth to 2031. Regulation 123 List - We are currently looking to adopt a Community Infrastructure Levy (CIL) and have previously consulted on a Draft Charging Schedule. You can find out more about the levy on the CIL pages of our website (www.tamworth.gov.uk/cil). Regulation 123 of the Community Infrastructure Levy (CIL) Regulations (2010) (as amended) sets out the need for the CIL charging authority to produce a list of “relevant infrastructure” which will be funded in whole or in part by money collected though CIL. Customer Service Standards Survey - THIS CONSULTATION IS NOW CLOSED.
Tamworth Borough Council is asking its customers what is important to them when they contact us. So that we can find out more about this, you are invited to go online and complete a short survey. The survey covers the varying methods by which customers can contact us from telephone enquiries to on-line self-service.We want you to consider how you currently contact us compared to how you would prefer to contact us, and then tell us what is important to you when you do.
The survey is part of a long-term project to change and improve the way that Tamworth Borough Council delivers its services and to meet the changing needs of its customers.
Final consultation on review of parliamentary constituency boundaries - THIS CONSULTATION IS NOW CLOSED.
In 2016 the Boundary Commissions began a review of parliamentary constituency areas as part of a remit from Government to reduce the number of MPs across the UK from 650 to 600. This means the number of constituencies in England will be reduced by 32, from 533 to 501.
The Boundary Commission for England first published its proposals for how parliamentary boundaries could change in September 2016, which was followed by an in-depth consultation period with two phases. In Staffordshire and Stoke on Trent, it is proposed that the number of constituencies will reduce from 12 to 11.
Changes have been suggested to the existing Tamworth and Lichfield constituencies to realign ward and constituency boundaries following changes to ward boundaries in Lichfield and to increase the overall size of the Tamworth electorate.
Currently the two wards of Hammerwich with Wall and Whittington & Streethay are split between Lichfield and Tamworth, but with most of the electorate in Lichfield. The proposals are to include the Whittington & Streethay ward wholly in the Tamworth constituency and to include the Hammerwich with Wall ward wholly in the Lichfield constituency. In essence this means Tamworth would lose a small section of the Hammerwich with Wall ward, while gaining electors overall from the Whittington & Streethay ward.
Members of the public were being encouraged to view and comment on the proposals which were detailed in full online including maps of the existing and proposed constituency boundaries. Paper copies of the plans and associated documents were also available to view in the reception of Tamworth Borough Council at Marmion House in Lichfield Street. Consultation ended on December 11, 2017.
Local Council Tax Reduction Scheme Consultation - THIS CONSULTATION IS NOW CLOSED.
Tamworth Borough Council consulted on its Local Council Tax Reduction Scheme asking for feedback from the public. One amendment was proposed – that from April 2018, bereavement support payments are disregarded completely as income. It is also took this opportunity to gauge opinion on the rest of the scheme which has been in operation since April 1st 2013.
The consultation ran until 10th November 2017. At the end of the consultation, all responses will be considered by the Cabinet and full Council will finalise the Local Council Tax Reduction scheme from April 2018.

Customer Access Survey - THIS CONSULTATION IS NOW CLOSED.
Tamworth Borough Council would like to know how its customers get in touch with the authority, how their needs are changing and what can be done to make customer service even better.
To find out more about the way customers and potential customers communicate, the authority conducted a short survey.
The survey is part of a long-term project to change and improve the way that Tamworth Borough Council delivers its services, to meet the changing needs of its customers. The customer services strategy is under review and this will inform how the authority aims to develop and shape access to the Council’s customer services.
Tamworth Conservation Area Appraisal Management Plan Consultation and Listings Consultation - THIS CONSULTATION IS NOW CLOSED
The Council has launched the draft reviews of each of the seven Conservation Areas for an eight week consultation from 25 November 2016 to 20 January 2017 to get residents' views on the management of our conservation areas for the next five years. The consultation also seeks views on buildings of architectural and historic interest which could potentially be added to the Local List or the National List.

Local Council Tax Reduction Scheme Consultation - This consultation is now closed
Tamworth Borough Council is seeking people’s views on a proposed change to its Local Council Tax Reduction Scheme, to take effect from the 1st April 2017. The amendment would see a claim being paid for up to four weeks of temporary absence ONLY when the claimant (and any partner) has gone abroad. Under the existing scheme, entitlement would normally be for up to 13 weeks. The council has launched a consultation asking for people’s views on this proposed change and is also taking this opportunity to gauge opinion on the rest of the scheme which has been in operation since 1st April 2013.
The consultation runs to 14th October 2016. At the end of the consultation, responses will be considered by Cabinet and full Council will finalise the Local Council Tax Reduction Scheme to take effect from the 1st April 2017.

Target Hardening Policy Consultation: We are currently consulting to replace the existing Sanctuary Scheme with a Target hardening policy. The scheme is used as a Homelessness prevention tool to allow victims of Domestic Abuse or Race and Hate Crime to remain in their own homes by making it more secure where otherwise they have to leave.

This was originally developed in 2009 and now we are seeking fresh feedback from residents on the quality and quantity of existing facilities in the Borough to inform recommendations on the provision required in the future.
