Design and access statements
Any application for planning permission or listed building
consent must now contain a Design & Access statement (excluding
applications for change of use and householder
applications*).
A Design & Access Statement should explain why your proposal is
designed in a particular way and what you have considered in making
your application for planning permission. Please be aware that we
are unable to register any application submitted without a Design
& Access Statement.
What should be included?
The Design & Access Statement should start with a brief
assessment of the site and its surroundings, identifying
opportunities and constraints. Understanding the site context will
help produce and justify the design.
The statement should then go on to consider the key elements of the
design and appearance with regards to use, layout, scale,
landscaping, appearance and access. For the Design & Access
Statement to address these main points, you should aim to answer
the following questions:
- What is the purpose of your proposal?
- What thought has been given to siting and appearance of the
proposed works: position, visual impression, lighting and
colour?
- Explain the scale, height, width and length of the proposal and
how it relates to the existing building
- Does the proposal have any impact on the streetscene or any
form of public route?
- Describe the materials you propose to use and why you chose
them. What consideration has been given to maintenance?
- Have you discussed the proposal with your neighbours? What
measures have been taken to reduce impact on neighbouring
properties, considering shadowing, lighting, visibility, proximity,
overbearing and noise issues?
- Have you considered any landscaping or other treatment to
enhance the proposed development and its surroundings?
- What consideration has been given to accessibility? Has
disabled access been considered?
