Listed building consent
Design and access statements
Any application for planning permission or listed building
consent must now contain a Design & Access statement (excluding
applications for change of use and householder
applications*).
A Design & Access Statement should explain why your proposal
is designed in a particular way and what you have considered in
making your application for listed building consent. Please be
aware that we are unable to register any application submitted
without a Design & Access Statement. Where applications for
planning permission and listed building consent are being submitted
together, a joint statement is acceptable providing that it
addresses all of the main points.
What should be included?
The Design & Access Statement should start with a brief
assessment of the site and its surroundings, identifying
opportunities and constraints. Understanding the site context will
help produce and justify the design.
The statement should then go on to consider the key elements of the
design and appearance with regards to use, layout, scale,
landscaping, appearance and access. For the Design & Access
Statement to address these main points, you should aim to answer
the following questions:
- What is the purpose of your proposal?
- Have you assessed the elements which constitute the historic
and special architectural character of the building? Explain why
the proposed works are necessary and what approach has been taken
to minimise impact on the listed building.
- Does the proposal have any impact on the setting of the listed
building? If so, does it enhance views of the building and how does
it affect the character of the wider area?
- If an extension or new structure is proposed explain the scale,
height, width and length of the proposal and how it relates to the
existing building. What thought has been given to its appearance,
position, visual impression, design, materials, lighting and
colour?
- If internal works or alterations are proposed, what is the
relationship between your proposal and the original layout, fabric
and features of the building?
- Describe the materials you propose to use, why you chose them
and how they relate the historic character of the listed building.
What consideration has been given to maintenance?
- What consideration has been given to accessibility? Has
disabled access been considered?
