The Private Sector Leasing (PSL) scheme is a legal agreement
between a property owner and the Council. It allows landlords to
rent out their properties to Tamworth Borough Council; we then
sub-let the property to people in need of housing. The Council is
responsible for paying the rent to you as the owner. Rent is paid
monthly even if the property is vacant, representing a guaranteed
monthly income for landlords during the lease period.
Why does the council need properties?
People can become homeless for a number of reasons; their
private rental agreement may have come to an end or they might have
had difficulties meeting mortgage or rent payments. The Council has
an obligation to meet the demand for housing from tenants in the
borough, and one of the ways we do this is through our Private
Sector Leasing scheme. In particular, we have interest in taking on
2 and 3 bedroomed properties.
What we offer…

- Routine day-to-day maintenance - property handed back in the
same condition at the end of lease (subject to reasonable wear and
tear)

How much will we pay?
Rent levels are based on Local Housing
Allowance – which in turn is based on the number of bedrooms in the
property. We take 15% of this as a management fee to cover repairs
and void periods. The table below shows current Private Sector
Leasing Scheme rent levels (net of the management fee).

Joining the scheme
As a landlord, you must supply:
- Building insurance details
- Gas & electric safety certificates
- Energy performance certificate
- If the property is mortgaged, the lender’s consent in
writing
We will inspect the property against the Housing Health &
Safety Rating System (HHSRS). If hazards are identified, the
property can be reconsidered once they have been rectified.
