Leader or Elected Mayor Consultation
All Councils have been required by the Government to undertake a review of the way they currently work. At the moment Tamworth Borough Council is run by the leader Councillor Daniel Cook and an executive made up of five other Conservative councillors. They make most of the decisions about what the council does.
A constitutional change which comes into force under the Local Government and Public Involvement in Health Act 2007 means the way Tamworth Borough Council is run has to change.
Residents have two options to choose from:
Option one - The strong leader and cabinet model
This is similar to the existing arrangement with the leader heading up the decision making process.
Under the new rules councillors will elect the leader for a four year term rather than the current one year period.
They will control most decision making, or can delegate responsibility, as is currently the case.
A strong leader may be removed by councillors' vote at full council at any time.
Option two - The directly elected mayor and cabinet model
The mayor is elected every four years by residents then appoints a cabinet. They can then delegate decision making or not as they choose.
An elected mayor can only be removed every four years by voters at the ballot box.
Other things will remain the same including full council keeping its current powers and committees will still decide planning and licensing applications,
Councillors will make the final decision about whether to have a stronger leader or elected mayor at a full council meeting on 14 December 2010.
