Advertising
displays or "A" boards can be one method for promoting your
business. However they can also cause accessibility problems and
become unsightly.
DID YOU KNOW?
If you wish to have an advertising display on public
highway land, you must first gain planning permission.
This will allow you to display on the public highway. You
will also need an annual licence to be granted by the council prior
to using your display.
Planning Permission
Staffordshire CC will not permit the placement
of ‘A’ boards or merchandising displays on adopted highways
unless a license has been issued, or consent been given, by
Tamworth Borough Council.
Applicants will be required to initially apply
for Consent to Display an Advertisement under the Town and Country
Planning (Control of Advertisement) Regulations 2007.
A location plan and drawing of the proposed A
board and/or display is required and must meet the guidelines of
the Staffordshire County Council Management of Commercial
Obstructions in the Highway Policy
A cheque for £95 planning fee (non refundable)
payable to Tamworth Borough Council must be enclosed.
The granting of planning permission and £95
charge will be a one-off charge on initial application only.
Annual Licence
A licence for the location of an ‘A’ board or
display issued under S115E of the Highways Act 1980, is valid for a
maximum of 12 months and will not be issued
without planning permission.
Applicants should complete an A Board Licence
Form and forward with the planning
application.
A separate cheque for £25 (payable to Tamworth
Borough Council), covering the administration charge for the first
years licence, should also be enclosed. This cheque will be
returned should planning permission be denied.
Successful applicants will be issued with an
annual licence once planning approval has been gained.
In subsequent years the £50 ongoing annual
charge of the licence will become payable on the annual renewal
date. A reminder notice will be sent for this approximately 6
weeks before renewal. This annual charge is subject to
review.

Simple steps to gaining your Advertising display
licence.
1. Think. Do you really need an "A" board for the best way to
advertise your business? There are numerous ways you can reach
people though alternative advertising. Contact the planning
department for alternative solutions to "A" boards.
2. Take a look at the guidance sheets (see "More information").
Can you adhere to the guidance given? If you unable to follow the
guidance sheet, then you will be unable to gain permission to
display your "A" board.
3. When you are happy you will be able to display your "A" board
to the correct size and in the correct location without causing
accessibility problems, Start your application.
4. Planning permission is needed to display advertisements. A
copy of this form and guidance notes on how to fill it out can be
found in "More information".
5. Fill out the "application for advertising board display
licence" form, again this can be found with guidance notes in "More
information".
6. Once you have completed all the necessary paperwork, make
sure you have the correct amount of copies needed, have included
all drawings, and any other information required, along with
your cheques. Then send these into the address given above.
